Ice and water being fought over as police tried to keep the peace.People coming up from New Orleans taking over empty houses becauseshelters are fullOut of town volunteers coming with food and staying for now a weekstill serving it.The Churches all over this part of the country doing what Christians doin a crisis.Fema doing a wonderful job in getting help to us The red Cross doing agreat job in the sheltersThe Salvation Army doing a great job in the communityFour Hundred crewman from everywhere bring back the power to our homes,churches and businesses.Lines at service stations a block to a mile longNational Guardsman patrolling the streets of Mccomb along with Kentucky policemen protecting us from the hoodlums and thugs of McComb, PikeCounty and New Orleans (the most dangerous city in the world before Katrina.) Drug dealers working outside sheltersDoctors, nurses and other hospital personnel working tirelessly,even sleeping in the hospital to do the job God called them to do. WHAT I HAVE NOT SEEN; (NOTICE THIS)The ACLU setting up a feeding line.People for the American Way helping in the shelters The NAACP doing any work whatsoeverThe American Atheist organization serving meals in the shelters.Jesse Jackson directing traffic at the gas stationsI could go on but you get my message. Its the Christian people withlove and compassion who do the work. The gripers in Congress should comeon down and get in line to pass the water and the ice. From poster: I want to brag on a client of mine, a father of three children that felt a calling a couple of weeks ago to head to Mississippi. He and his wife went to church on a Wednesday night, and the minister said that he needed volunteers to go on a mission to feed the victims of Hurricane Katrina. Without giving it a second thought, my client was packed and gone the next morning and donated equipment worth over $700! His wife was sort of upset, and said she needed him at home to help with the kids because she works, too, but she realizes that he felt called by Jesus to go to the gulf coast! God bless him! I hope that I can go there too, as soon as I can get my extensions caught up.

I agree with the President that FEMA should take a stronger leadership role in the event of disasters but I have mixed feelings about them preempting state governments. If a situation where local/state leaders have dropped the ball I can see the federal officials take firmer charge. How top-down management will work in all instances I do not know.
I have been watching old Civil Defense films and reading civildefensemuseum.com. The OCD/DCPA (preceded FEMA) did a good job.
A film, "A Day Called X", is available at Archive.org. It details a mock air-raid in Portland during the late Fifties. Oddly you get no mention of the Cold War days on FEMA's website.
Having leaders from a military background is best. I would also like FEMA to branch off from the rest of DHS. The new FEMA head still has work to do; a town in Texas complained about getting nothing but paperwork requests from FEMA.
